Adding a woocommerce file to child theme

Hello
I seem to be struggling getting a template from woocommerce to be overridden when it is my child theme. The path to the woocommerce file is plugin/woocommerce/templates/checkout/billing-form.php. I have copied it to themes/virtue_premium_child/templates/checkout. The problem is that it never loads from the child theme file. I have tried putting it in the root virtue_premium_child them folder but it just never works. Any ideas?
