Top Navigation Bar Message Question?

If I wanted to make a navigation bar at the top saying Delays Occurring Due COVID19, would I use Secondary
Navigation to do so? would I just need to make one menu button saying this? if there is another way would love to know?
Will post an example of what I mean, Thanks
