Black box around button

Hi Guys,
I would like to make buttons in Virtue that look similar to the “GO TO FUND DEVELOPMENT” and the other one on this page. With the black box and no background, and then changing colours when hovered over. I tried the border function within the Virtue Shortcodes, but could not get that to work. Any thoughts?
