remove top control box

Could I please get your help with 2 issues:
1.I need to remove the top control box at the footer. I tried this:
#topcontrol {
display: none;
}
but that only hid the arrow.
2. I need the fb and twitter icons in the footer to be moved up to the FOLLOW US h3 title, as well as closer together.
