Turn off hamburger on mobile menu

My client doesn’t want the menu (we’re currently using the secondary menu) to collapse on tablets and phones. She doesn’t like the way it looks. She wants it to look like a regular menu. I tried to explain the whole ‘responsive’ thing to her, but no luck. Can this be done? Any suggestions?
